Provincial Nominations
The Canadian Provincial Nomination Project (PNP) is an immigration program launched by Canadian provinces and territories (except Quebec) in cooperation with the federal government. The project allows provinces to nominate foreign skilled workers, entrepreneurs and other types of immigration applicants who wish to settle in the province based on their economic needs and labor market needs. These applicants can obtain permanent residence in Canada faster and more directly through provincial nomination.
British Columbia Nomination Program (BC PNP)
The PNP in British Columbia is one of the most dynamic and diverse PNP in Canada. It aims to attract skilled workers, international graduates, entrepreneurs and other eligible candidates who can fill labor market shortages and contribute to the province’s economy.
Skilled ImmigrationStream:
For applicants with technical work experience, it is usually required to have job opportunities provided by employers in the province.
For workers with experience in professional, management, technical, trade or other vocational fields, designed to help them in British Columbia (B.C.) obtain permanent residence.
Application requirements:
- Have a copy from B.C. Provincial employer’s work contract for non-fixed term (no clearly defined end date), full-time work;
- The job category must be classified as NOC TEER 0, 1, 2 or 3;
- Have at least two years of NOC TEER level 0, 1, 2 or 3 full-time (or equivalent full-time) work experience;
- Meet the minimum language requirements.
For British Columbia (B. C.) Personnel working in the public health management agency provide a way to obtain permanent residence. If you are a doctor, midwife, or nurse practitioner and meet the eligibility requirements, you can submit an application directly to BC PNP.
The application requires one of the following:
- From B.C. There is no fixed period of time (no clearly defined end date) and full-time employment notice from the provincial public health administration;
- A letter from the health administration or the midwife internship group confirming that you are a doctor, nurse practitioner or midwife in British Columbia;
- Meet the education, training, and experience required by the public health administrationAnd eligibility requirements;
- The health management agency must agree to support your application.
This category also offers the Express Entry BC option
It provides a way for workers engaged in the tourism/hospitality industry or food processing industry to obtain permanent residence in British Columbia, Canada.
Application requirements:
- Job opportunities: A full-time and non-fixed-term (no clear end date) job invitation from a British Columbia employer has been accepted.
- Your occupation must be in the list of eligible occupations in your industry. All occupations eligible for ELSS are classified as NOC TEER 4 or 5.
- Northeast Development Region: If you work in the Northeast Development Region of British Columbia, you can apply for any NOC TEER Category 4 or 5 occupation (except for residential caregivers).
- Work experience: Before registering, you must have worked full-time for your employer for at least nine consecutive months.
- Professional qualifications: You must be competent for the job provided to you, including meeting any certification or registration requirements in British Columbia.
- Language and education requirements: Meet the minimum language and education requirements.
Please note that the Express Entry BC option is not available in this category.
It provides a way for students who graduate from eligible Canadian higher education institutions to obtain permanent residence in British Columbia and stay in British Columbia.
Application requirements:
- Educational background: In the past three years, you have obtained a degree, diploma or certificate from a qualified higher education institution in Canada.
- Job opportunity: A full-time and non-fixed-term (no clear end date) job invitation from a British Columbia employer has been accepted. The job position must be classified as NOC TEER Category 1, 2 or 3 occupation. Management positions (NOC TEER 0) are not eligible for this category.
- Professional qualifications: Be qualified to engage in your profession in British Columbia.
- Language requirements: Meet the minimum language requirements.
This category also offers the Express Entry BC option
It is applicable to graduates who have completed an eligible master’s degree or doctorate degree from a higher education institution in British Columbia in the past three years. PhD candidates from public BC higher education institutions may also be eligible.
Application requirements:
- No employer’s job invitation is required.
- Applying for this category does not require an employer’s job invitation.
- No registration is required. If you meet the eligibility requirements, you can apply directly to the British Columbia Provincial Nomination Program (BC PNP) without registration.
Eligible education includes:
- Master’s degree: A qualified master’s degree in the field of natural, applied, or health sciences must come from a higher education institution in British Columbia. Please refer to the list of study areas of the British Columbia Provincial Nomination Program (BC PNP) International Postgraduate Program for more information.
- Doctorate degree: For a doctorate degree obtained in any field, it must come from a public British Columbia higher education institution.
- Doctoral candidates: Students who have obtained the qualification of a doctoral candidate from a public British Columbia higher education institution in any field.
This category also offers the Express Entry BC option
After the targeted priority project
is submitted for registration, the priority occupation may receive a targeted application invitation
- Priority occupations include early childhood educators and assistants (NOC 42202).
Target key occupations in the construction field to meet the infrastructure and housing needs of the province. Workers must meet the following requirements:
- The job invitation must be a full-time and non-fixed-term position in a priority construction occupation.
- You must hold a valid industry certificate issued by SkilledTradesBC, or you have registered as an apprentice with SkilledTradesBC.
- Your industry certificate must correspond to the position of the job invitation you have obtained.
Including doctors, nurses and other health care occupations to support the provincial health service system.
- Workers directly employed by the Health Bureau-Workers who are directly employed by the provincial Health Bureau, or doctors, nurse practitioners, or midwives who work under the support of the Provincial Health Bureau, can submit an application directly to the Health authority stream.
- Workers who are not employed by the health bureau-if you are not employed by the Health bureau (so you must be registered in other categories), but the prescribed priority health care occupation.
Including high-skilled occupations in the fields of software development and information technology, it supports the development of technology industries in the province.
The British Columbia Provincial Nomination Program (BC PNP) provides a path to permanent residency for technicians working in specific, high-demand technology occupations. In order to meet the unique needs of the technology industry in British Columbia, priority technology occupations do not require permanent job invitations.
Application requirements:
- The work contract must belong to one of the priority designated science and technology occupations.
- The term of the work contract must be at least one year (365 days).
- At the time of submission of the application, the work contract must be valid for at least 120 days.

Entrepreneur Immigration
For those who wish to immigrate to British Columbia (B.C.) International entrepreneurs provide a way to obtain immigration qualifications by setting up companies in the province that support innovation and economic growth. Entrepreneur immigration is a ”temporary to permanent” immigration route. This means that if your application is approved, you will first come to British Columbia as a temporary resident and apply for permanent residence after successfully starting a business.
Application requirements:
- Personal net worth: at least CAD$600,000.
- Business and/or management experience: If you have no business experience, you must have a degree equivalent to a two-year college diploma.
- Language proficiency: Possess basic English or French skills, equivalent to Canadian Language Benchmark (CLB) Level 4 or above.
- Legal entry: Enter Canada legally in the country where you currently live.
Business, work and investment requirements:
- Corporate requirements: establish an eligible new business or purchase and improve an existing business.
- Investment requirements: Make a personal investment of at least CAD2200,000 in the business.
- Job requirements: Create at least one full-time job for a Canadian citizen or permanent resident.
British Columbia welcomes entrepreneurs from all over the world to explore business opportunities in various regions of the province. Entrepreneurs can open businesses in small communities in British Columbia. By providing an immigration route, British Columbia helps individuals who are willing to start a business to open a new business in a small community and make British Columbia their new home.
Application requirements:
- If you wish to settle in a community that does not participate in the regional category, or purchase an existing business, you are not eligible for that category.
- Establish qualified businesses in new businesses that meet the priorities of the recommended community.
- Demonstrate business and/or management experience.
- Personal net worth is at least CAD$300,000.
- Make a personal investment of at least CAD CAD100,000 in the business.
- Create at least one full-time job for a Canadian citizen or permanent resident.
- The minimum language proficiency is level 4 of the Canadian Language Benchmark (CLB).
- Enter Canada legally in your current country of residence.
For those in British Columbia (B.C. C. ) Provide immigration routes for foreign companies that have discovered strategic investment opportunities. This category allows foreign companies to permanently transfer key employees to British Columbia to support the growth and expansion of their core business.
Foreign companies must meet the following requirements:
- They are established and in good financial condition.
- Demonstrate investment readiness and ability to expand internationally to British Columbia.
- By making high-value investments in British Columbia, it will provide significant economic benefits to the province’s economy.
As a key employee, an individual must meet the following requirements:
- He/she is a current senior employee of a foreign company and has the qualifications and experience necessary to establish and operate a business in British Columbia.
- Be appointed to an executive or senior management position, or possess expertise that is critical to the proposed BC operations.
- Will work in the BC business in a full-time permanent position.
- Provide compensation consistent with its professional knowledge and in line with the industry and company salary structure.
Canadian companies must meet the following requirements;
- Make an equity investment of at least $500,000 in the company’s operations in British Columbia
- Establish a new business in British Columbia or purchase and expand an eligible business.
- Create at least three full-time equivalent positions (no more than 15 full-time positions in total) for each proposed foreign key employee (up to five key employees) to Canadian citizens or permanent residents.
Ontario Immigration Nomination Program (OINP)
The Ontario Immigration Nomination Program (OINP) is the province’s economic immigration program. It is carried out in cooperation with the Canadian Government through the Department of Immigration, Refugees and Citizenship (IRCC). Foreign workers, international students and other persons with appropriate skills, experience and educational background can submit applications to OINP for nomination. OINP identifies and nominates those who have the skills and experience required for the Ontario economy, and ultimately it is up to the Canadian government to decide whether to approve the permanent resident application.
The Ontario Immigration Nomination Program (OINP) uses an expression of Intent system to manage the following categories of applications:
It provides foreign workers with technical vocational work contracts with the opportunity to apply for permanent residence and work in Ontario.
Application requirements:
- Your work contract must be a technical occupation of TEER 0,1, 2 or 3 in the National Occupational Classification (NOC) .
- The work contract must be a full-time and permanent position.
- You must have at least two years of cumulative full-time work experience (or equivalent part-time work experience) in the same occupation (the same national occupational classification code) as your work contract.
- You must obtain this work experience within five years before submitting your application. If your work experience was obtained in Canada, you must live and work in Canada legally.
- Must meet the minimum language proficiency requirements, usually need to meet the Canadian Language Benchmark (CLB) level 4 or higher.
This category provides international students who have obtained technical vocational job opportunities with the opportunity to apply for permanent life and work in Ontario.
Application requirements:
- Full-time study time in eligible Canadian institutions that need to be met
- Must be submitted within two years after completing the requirements required to obtain a degree, diploma, or certificate.
- Your job offer must be a skilled occupation of TEER 0,1,2 or 3 of the National Occupational Classification (NOC) .
- The course is open to international students inside and outside Canada. Work experience is not a mandatory standard in this category.
- Job opportunities must be full-time and permanent positions. Full-time means that the job must have at least 1,560 hours of paid work per year and at least 30 hours of paid work per week. Permanent means that the job must have no end date (also known as indeterminate duration). Seasonal and/or contract-based job opportunities are not eligible.
- It is necessary to meet the conditions for full-time study time in a Canadian institution
- Intend to have Canadian legal status (visitor record, study permit or work permit) when applying for residence in Ontario, and should maintain that status until the time of nomination.
The demand skills category provides foreign workers who provide job opportunities in specific demand occupations (such as agriculture, construction, and other specific occupations) with the opportunity to apply for permanent life and work in Ontario. This category is open to foreign workers inside and outside Canada.
Application requirements:
- The job is full-time and permanent; the position offered can be anywhere in Ontario (inside and outside the Greater Toronto area), and must be engaged in one of the following occupations in the National Occupational Classification (NOC) TEER Category 4 or 5 : including animal husbandry, home care, logistics, public transportation, manufacturing, wood processing, etc.
- The salary must be at or higher than the median salary level of the occupation in the specific area of Ontario where you will work.
- You must have at least 9 months of cumulative paid full-time work experience (or equivalent part-time work) in Ontario and be engaged in the same demand occupation (the same NOC code) as your job opportunity.
- Meet the Canadian Language Benchmark (CLB) Level 4 or higher in English or French.
- Must have a Canadian secondary school (high school) diploma or certificate, or equivalent in other countries/regions. If you have completed your studies outside of Canada, you need to obtain an Education certificate Assessment (ECA) report to prove that your education is equivalent to a Canadian high school diploma.
- Plan to live in Ontario
The master’s degree category provides international graduates with a master’s degree in Ontario with the opportunity to apply for permanent life and work in Ontario.
Application requirements:
- The application must be submitted within two years after completing the requirements required to obtain a master’s degree.
- Must complete the requirements required to obtain a master’s degree. Includes:
- Full-time study for at least one academic year (that is, at least 15 hours of teaching per week in each academic year, including any period of workplace training as part of the study. If the course is equivalent to at least one full-time academic year, part-time study may be eligible)A degree from an eligible university in Ontario
- Reaches the Canadian Language Benchmark (CLB) level 7 or higher.
- Before applying, you must have legally resided in Ontario for at least one year in the past two years (which can be accumulated).
- Must have sufficient proof of funds
The doctoral category provides international graduates with doctorates in Ontario with the opportunity to apply for permanent life and work in Ontario.
Application requirements:
- The application must be submitted within two years after completing the requirements required to obtain a doctorate degree.
- The application must have completed the requirements required to obtain a doctorate degree. The degree must come from an eligible university in Ontario.
- You must complete at least two years of doctoral studies while legally living and studying in Ontario.
- Before applying, you must have legally resided in Ontario for at least one year in the past two years, which can be cumulative.
- Have sufficient settlement funds to plan to live in Ontario
Alberta Advantage Immigration Program (AAIP)
Alberta’s PNP, now known as the Alberta Advantage Immigration Program (AAIP), aims to support the province’s economic development by attracting skilled workers, entrepreneurs, and other immigrants who can contribute to its labor market and communities.
Qualified candidates who live and work in Alberta and have received job opportunities from Alberta tourism and hospitality employers can apply for nomination.
Application requirements:
- Current jobs and job opportunities in Alberta must work with approved tourism and hospitality employers.
- When the application is submitted and when the AAIP evaluates your application, the main business activities of your Alberta employer must belong to a qualified industry or exempt activity as defined in the WCB–Alberta Industry Code.
- When submitting your application, your Alberta employer must be a member of an eligible industry association
- . Current work in Alberta and job opportunities in Alberta must be eligible occupations
- with a valid work permit based on a positive labor market impact assessment (LMIA) of qualified occupations.
- At the time of submission of your application and when the AAIP evaluates your application, you must work full-time (at least 30 hours a week) with an approved tourism and hospitality employer , engage in one of the eligible occupations, and you have applied for at least six consecutive months (or at least 780 hours).
- At least 4 points for each English language skill in the English test or at least 4 points for each French skill
- At the time of submission of the application, you must have completed at least a high school education equivalent to Canadian standards.
The Alberta opportunity stream is applicable to temporary foreign workers who have already worked full-time in Alberta and have obtained full-time job opportunities in qualified occupations provided by Alberta employers. Candidates must have an active labor market impact assessment (LMIA) or hold one of the recognized LMIA exempted work permits.
Application requirements:
- When the application is submitted, and when the AAIP evaluates the application, you must have a valid Canadian temporary resident status that authorizes you to work in Canada, that is, a temporary foreign worker permit.
- Most occupations under NOC TEER categories 0,1,2,3,4 and 5 are eligible to participate in the AAIP.
- Language requirements
- If you are engaged in NOC 0,1,2 or 3 occupations:at least 5 points for each English/French language skill
- If you are engaged in NOC 4 or 5 occupations:at least 4 points for each English/French language skill
Education requirements
- From January 1 , 2021, when submitting your application,Must complete at least a high school education equivalent to Canadian standards.
- The graduation certificate of the holder of the graduation work permit must be issued by a publicly funded higher education institution in Alberta.
- When submitting your application, you must meet any of the following conditions:
- In the past 12 months, you have at least 18 months of full-time work experience in your current occupation in Alberta, or
- In the past 24 months, you have at least 30 months of full-time work experience in your current occupation in Canada or abroad .Full-time work experience, or both–this kind of work experience can be a combination of experience gained in Alberta, Canada (outside Alberta), or abroad.
- Holders of graduation work permits needto have at least 6 months of full-time work experience in their current occupation in Alberta in the past 18 months .
The Alberta fast track allows Alberta to nominate a limited number of qualified candidates from the fast track system of the Canadian Department of Immigration, Refugees and Citizenship.
In 2024,AAIP will send a notice of intent or consider an invitation to apply based on the following priorities:

- Priority industries – agriculture, construction, tourism and hospitality
Rural communities can apply for designation, the purpose is to attract and recruit new immigrants to solve labor needs and resettle new immigrants.
The Rural revitalization project supports the attraction and retention of new immigrants to rural Alberta through a community-driven approach, supports local economic development needs and contributes to the development of the community, enabling rural communities to recruit and retain foreigners to live, work and settle in their communities.
Basic requirements
- Community residence requirements: At the time of submission of your application and when the AAIP evaluates your application, you must intend and be able to live and work in a designated community in Alberta.
- Community accreditation requirements: When submitting your application and when AAIP evaluates your application, you must hold a valid candidate accreditation letter issued by the Economic Development Organization (EDO) of your designated rural community in Alberta .
Job opportunity requirements:
- When submitting your application and when AAIP evaluates your application, you must obtain a job offer or employment contract from an Alberta employer in order to engage in an eligible occupation in your designated community.
Occupation requirements:
- Most occupations under NOC TEER categories 0,1,2,3,4 and 5 are eligible to participate in the AAIP.
Language requirements
- If you are engaged in NOC 0,1,2 or 3 occupations: Atleast 5 points for each English/French language skill
- If you are engaged in NOC 4 or 5 occupations:At least 4 points for each English/French language skill
Education requirements:
- When submitting your application, you must complete at least equivalent to Canadian education standardsHigh school education or foreign degree, diploma or certificate.
- Rural Entrepreneur Stream: Entrepreneurs who want to start a business or purchase an existing business in a rural community in Alberta can submit a letter of intent.
- Graduate Entrepreneur Stream: International graduates of approved Alberta colleges and universities who want to start a business or purchase an existing business can submit a letter of intent.
- Farm ProjectFarm Stream : Experienced farmers who plan to buy or start a farm in Alberta can apply for nomination.
- Foreign Graduate Entrepreneur Stream: Foreign graduates who have a degree from a university or university outside of Canada and wish to start a start-up or innovative enterprise can submit a letter of intent in cooperation with designated institutions.

- Entrepreneur requirements for international graduate entrepreneurs:
- Have at least 500,000 Canadian dollars in business and personal net assets.
- Gain at least three years of relevant business management or entrepreneurial experience in the past ten years.
- It is planned to invest at least 300,000 Canadian dollars in Regina and Saskatchewan, or at least 200,000 Canadian dollars in all other communities in Saskatchewan.
- Agricultural experience (including farm ownership, farm management, and actual agricultural experience) is required. You must provide documents proving that you are an experienced farm operator, and this may be further verified through an interview.
- There is capital (money, assets) to invest in agricultural operations.
- It is planned to purchase and operate a farm in Saskatchewan.
- Available net worth: You must provide financial documents showing a net worth of CAD 500,000.
- Refundable cash deposit: You must sign a performance agreement to purchase and actively operate a farm in Saskatchewan. You also need to make a “good faith” deposit of CAD 75,000 in the form of a trust. When you meet the terms of the performance agreement, the cash deposit will be refunded. If you do not meet the terms within two years after Saskatchewan, the deposit will be paid to the provincial government.
- Mandatory visit to Saskatchewan: You must have an exploratory visit to Saskatchewan for at least five working days.
- A practical and well-thought-out proposal for commercial agricultural opportunities in Saskatchewan with a planned investment of at least 150,000 Canadian dollars.

Through NSNP, potential immigrants with the skills and experience required by employers in Nova Scotia can be nominated for immigration.
